Target 3.1: Maternal Health
By 2030, reduce the global maternal mortality ratio to less than 70 per 100,000 live births.
Progress Stalled
The maternal mortality ratio has remained essentially unchanged since 2016. At current pace, it would take until 2100 to reach the 2030 target.
Target 3.2: Child Mortality
By 2030, end preventable deaths of newborns and children under 5 years of age.
Historic Progress
2023 marked a historic low of 4.8 million under-5 deaths globally. 133 countries have already met the SDG target of <25 deaths per 1,000 live births.
| Cause | Deaths | % of Total | Preventable |
|---|---|---|---|
| Neonatal conditions | 2.4 million | 47% | 80% |
| Pneumonia | 725,000 | 14% | 90% |
| Diarrhea | 480,000 | 9% | 95% |
| Malaria | 456,000 | 9% | 85% |
| Malnutrition (contributing) | 2.2 million | 45% | 100% |
Target 3.3: Communicable Diseases
End the epidemics of AIDS, tuberculosis, malaria and neglected tropical diseases.
TB Returns as Leading Infectious Disease Killer
In 2023, tuberculosis reclaimed its position as the world's deadliest infectious disease, surpassing COVID-19.
Malaria Vaccine Rollout
RTS,S and R21 vaccines now recommended by WHO. Over 2 million children vaccinated, with 30+ African countries planning introduction.
Target 3.4: NCDs & Mental Health
By 2030, reduce by one third premature mortality from non-communicable diseases.
Severely Off Track
NCDs cause 41 million deaths annually (74% of all deaths). Progress on reducing premature NCD mortality is far behind the required pace.
Target 3.5: Substance Abuse
Strengthen the prevention and treatment of substance abuse.
Declining Progress
Treatment coverage for substance use disorders has declined from 11% in 2015 to just 9% currently.
Target 3.6: Road Safety
By 2030, halve the number of global deaths and injuries from road traffic accidents.
Target 3.7: Sexual & Reproductive Health
By 2030, ensure universal access to sexual and reproductive health-care services.
Target 3.8: Universal Health Coverage
Achieve universal health coverage, including financial risk protection and access to quality essential health-care services.
UHC Global Monitoring Report 2025
Released December 2025: Service coverage index stands at 71, with 4.6 billion people lacking access to essential health services and 2.1 billion facing financial hardship.

By 2030, substantially reduce deaths from hazardous chemicals and pollution.
Target 3.a: Tobacco Control
Strengthen the implementation of the WHO Framework Convention on Tobacco Control.
On Track for Progress
Tobacco use prevalence has declined from 27% in 2000 to 22% in 2023. This is one of the few SDG 3 targets showing consistent progress.
Target 3.b: Vaccines & Medicines
Support R&D of vaccines and medicines and provide access to affordable essential medicines.
Target 3.c: Health Workforce
Substantially increase health financing and health workforce in developing countries.
Critical Shortage
The global health workforce shortage is projected to reach 10 million by 2030, with the greatest gaps in Africa and South-East Asia.
